I always match the other person's speed if he's sending slower than me. If he's sending faster, I'll pick up the pace to match as long as it's within my comfortable speed range.
On rare occasion I find operators who send much faster than they can copy and ask me to QRS below their sending speed. That's fine with me too, as long as I can copy okay.
