Don't forget that in the USA at least, CW is authorized in *all* parts of *all* Ham Bands.
Phone and some other wider band modes that are restricted to certain sub-bands. The lack of CW QRM in the phone sub bands over the years is strictly because most CW operators want to cooperate with our "broader" Ham colleagues and help everyone enjoy their hobby. Sometimes it seems like all we see or hear about are the handful of challenged individuals who want to cause trouble when, in fact, the vast majority of people are really trying their best to do the "right thing".
