Dick, The normal resistance is very high (receive periods) and very close to zero during transmit (or TUNE). Your 15 ohms is unusual. Check the gate voltage of Q9 - it should be close to 5 volts. Also check the soldering of Q9. Be ceertain the source connection has had enough heat to flow the solder out onto both the solder pad and the Q9 lead.
