You're not alone: I too have less than 100 watts output from my month-old K3. The supply voltage is 13.6 volts under load at the Elecraft pigtail. I have an Autek WM1 and two Bird 43 wattmeters that agree pretty closely. The driver delivers >10 watts. I assumed I'd have to send the rig back to Elecraft, something I'm not anxious to do right now, so have not talked to them about it. I could take it back into the shop where I can put it on the spectrum analyzer and other instrumentation. But many things on my plate so I'll just let you be the guinea pig, Mike. Let me know if/how you resolve the problem.
