I finally gave up looking for a config that I missed and took the top cover off to check the TMP connections.
Well, either I knocked it off while trying to route the cables before I set the KRX3 down in or I just didn't get it on right in the first place, but, the 6" cable from J82 on the KRX3 and J5 on the KREF3 board was off from J5. Plugged it back in and I am good to go!
