RIGHT! And that has NEVER been acceptable practice. NEC and other 
electrical codes REQUIRE that there be at least one driven rod 
for the electrical system ground, and a second if the impedance 
to earth of that rod is greater than 25 ohms. In most locations, 
that means two rods. In addition, NEC and other electrical codes 
require that the rod(s) be augmented by bonding the electrical 
system ground to all metallic plumbing, all building structure, 
and all other grounded objects.
