Gary, Did you solder the wire from the "E" pad on the KXB3080 board to the correct via hole? Check carefully, then double check and triple check. Also, is the firmware chip fully seated? The narrow part of the leads should be fully into the socket. It takes a good deal of force to seat it - put both thumbs on the chip and fingers under the board and press until it is seated.
