Ken Broadcast transmitters delivered from RCA & GE up to at least 1968 had PCBs in the oil filled capacitors and some transformers. I know this because I had to spend a significant portion of the transmitter replacement budget just to mitigate our disposable liability. Prior to replacing, the equipment had to be inspected & logged to make sure they were not leaking - quarterly I think.
