The easy way to compress the bail so you can put the two front feet on is to use a belt or band clamp. Available at your local Lowes or Home Depot, it's a belt with rachet that's used to hold irregular-shaped objects ... while glue dries.
Cinch up the belt just enough so that the two feet can be bolted on. I use this method when I build K2s ... works for me. Cheers, Alan D.
