That (sorry top posting mandated here) depends on which country you are in. If you are in a country where it is allowed, and Elecraft can confirm that, you can ask Elecraft for the software to unlock it. I believe, for the USA, that there will be restrictions on maximum power around the CB frequencies, and that might apply generally, e.g in Germany.
I'd also assume that spurious emission levels would not be specified outside the amateur bands, so you would have to make your own measurements of the transmitted spectrum for the complete system.
