The EBSCO database offers the option of emailing the full text of an article to multiple email addresses, so I thought it would be legal to do that; that is, to email it to a few individuals upon their request. I was not offering to email it to the election-methods list itself.
Anyone using an internet service provider in the State of Wisconsin is supposed to be able (assuming that provider has registered itself for that free service) to access that database from their computer (even from home) through the following site: BadgerLink <http://www.badgerlink.net/>. If you are in Wisconsin, go to <http://www.badgerlink.net/>, then click on "Magazines and Journals on EBSCOhost (All Databases)", then select the "Academic Search Elite" database, and then search for: "Capturing the 'Will of the People'" By: Saari, Donald G.. Ethics, Jan2003, Vol. 113 Issue 2. If you are not in WI, or you still can't figure out how to access it online, ask your local librarian for help.
