This paper sets out a solution to the 'eliminate the lowest' problem of STV and attempts to identify the set of n candidates to fill n seats unbeatable by any other candidate.
In the one seat situation this method always selects the Condorcet winner.
Theoretical examples ( highly unlikely in practice) can be produced in which this method gives very bad results.
