PostPostscript: Technical nicety. On each round of balloting for the multiseat-Bucklin procedure, the Droop quotas are calculated AFTER that round's ballots are tallied and added to any votes carrying over from previous rounds. DQ = (#votes)/(#seats+1).

I suspect this procedure is going to overrepresent minorities, because undervotes accumulate but overvotes vanish. A very high percentage of the population will get somebody in the legislature that they voted for, very likely their first choice, but the representation will not be as close to strictly proportional as STV would produce.

Just gotta spend the time to work through a lot of example cases. Maybe over the weekend.
