Hello everybody,
Can anybody suggest me which are the most
non-monotonic voting systems and which countries use these systems in
'real-life' elections?
I know some rank systems are non-monotonic (such as
IRV). On my opinion it is much more striking that some non-rank (the ones where
a voter casts a single vote for one of the parties or candidates) systems are
non-monotonic too. Hare, for example.
Thanks for help,
J.
ps. Any suggestions on the literature on
monotonicity?
