Interesting. I include three variations on IRV in my election calculator ( http://bolson.org/v/vote_form.html )
Instant Runoff Vote (tied-ranking votes are split) all choices in the tie get an equal fraction
Instant Runoff Vote (tied-ranking votes are duplicated) all choices in the tie get a whole vote
Instant Runoff Vote (tied-ranking votes are disqualified) no choices in the tie get any vote


I'm not sure how that maps to your combinations of:
{ Prior Round Totals, Deterministic, Random } { Whole, Fractional }

I suppose the options I'm missing are:
(tied-ranking votes are given randomly to one of the tie)
(tied-ranking votes are given to first on the ballot)
(tied-ranking votes are given ...) ?

The variations I implemented were obviously rational and fair to me. I may need some convincing of other variations.
I think I'm allergic to the use of randomness in election methods, so I don't plan on implementing such an option.
