Neither is true: Rule a: Picks the Condorcet Winner if it exists, otherwise determine which candidates are defeated *most* often and pick one of them at random. Fulfils Condorcet Criterion and Independence of Clones, but certainly not the Smith criterion. Rule b: The candidate with the smallest sum of defeat strengths against her wins.
