A voter votes completely if he doesn't leave unvoted a sincere preference that the balloting
system in use would have allowed him to vote in addition to the preferences that he

Where one of my SFC wordings & one of my GSFC wordings, and my version of
Condorcet's Criterion & similar criteria stipulate that someone votes sincerely, the word
"completely" should replace the word "sincerely".
As 3 people have pointed out, there's nothing insincere about leaving a
sincere preference unvoted. That's because, by the usual definition of sincerity, it
isn't insincere to not say anything or to not answer.
So then, complete voting shouldn't be part of a definition of sincere voting.
I emphasize that, still, my initial definition of sincere voting works in my criteria, and
so if we don't change the website definitions right away, the criteria mean the same thing,
both with & without the change that I specify in this letter.
