For small committee elections, the NPL & NML criteria would add something to the Condorcet & GMC criteria, by limiting choice to unbeaten alternatives when they exist. But Condorcet's method, if it's used, would automatically do that. Certainly adding a requirement that NML be met would improve on Smith//Random, and on a lot of methods, like Plurality & IRO. It would be another example of mitigation of a bad method by requiring compliance with a good criterion. About the other versions, I have to look at them some more. Mike --
