That isn't the reason approval voting is being considered.
1. Minority candidates are squeezed out because people are afraid to waste their votes.
2. If there are a large number of candidates we get people who are grossly unacceptable to the majority and prefer someone who could actually run things.
3. Its mechanically simple. Complex methods are fraud magnets. You don't want judges to sit there deciding what written numbers mean. If it takes a long time to count the votes there are vast opportunities for fraud. Complex methods also drive voters away.
