Giving a rating to each ranked choice would lessen the *mandate* syndrome
that too often leads to power madness in public officers (especially
*politicians* in legislative bodies).
Currently each winner has the dangerous (to the public) delusion that ALL the
votes for him/her are plus 100 percent.
I mention again that a YES vote would only mean that the choice is above 0 on
the plus 100 to minus 100 scale.
