This "equal supply of votes" would go well with the tradition of having
more than one race on the same ballot. Suppose that your representative in
the house, your senator, and various others are up for re-election at the
same time. Your ballot carries all of these races, and you can vote in as
many of them as you like, not just "one vote per ballot."
