Mr. Simmons wrote in part- Why is IRV considered better than plurality when it fails this consistency test and also fails monotonicity? --- D- Because IRV fanatics are math morons about head to head and/or Approval math. Undoubtedly various election methods fail the part- of- an- election (precincts) test. Obviously even using plurality, various precincts may have different winners (as noted by all gerrymander regimes).
