Congress, every State legislature and many local governments in the U.S.A. due to single member district gerrymanders. The standard Desired > Compromise > Intolerable range of voting on choices can be noticed and the fact that the current regimes force many voters to vote for a Compromise instead of their Desired. States having at least *some* local election law options --- California , Colorado and Ohio. Not sure about others.
