It is an obvious improvement once you get a decent amount of information about it, and of course it costs nothing to implement. I would push for approval voting in a place which has no exposure to ranked balloting.

President these days can get a YES majority of ALL the voters ??? The IRV vote in San Francisco got national attention in the media so many folks have been exposed to it -- like it or not.
