Daniel Patrick Moynihan (4 term Senator from New York, retired in 2001) used to publish an annual called "The Federal Budget and the States" that did extensive analysis of this.
His last presentation of this was after Election 2000, and it was instantly obvious how ironic it was. Or, maybe it is the world's best thing. Think about it.
