I would be delighted if I could find an IRV supporter that admitted that a
first place majority winner has a greater mandate than someone who wins by
a majority of transferred votes.

The greatest value of the Consistency Criterion in this context is its
potential for waking up IRV supporters to the fact that a majority of
transferred votes is not so decisive after all.
