So what does this tell us about the many thousands of public elections and civic organisation elections that have been conducted by the IRV voting system since it was introduced for public elections around 100 years ago?

For starters, what is being proposed in the U.S. isn't that system. It wasn't called "instant runoff voting," and the rules are different. Smoke that!
