Warren, your puzzle 91 doesn't do diddley to explain it (it just re- asks the question). from all that your puzzle says, i could *completely* *reasonably* come to the conclusion that

   C-1
   SUM{ C!/n! }
   n=1

is the correct answer and that C! is not correct. Warren, i have also served on the faculty of a university, and a non-answer like that does not qualify as an answer.

but Kristofer's answer is what i was looking for. i hadn't expected (because there isn't an IRV in the states that requires it) that all candidates MUST be ranked as an assumption, that explains the C!.

so i got my answer, thanks Kristofer.
