I think your idea of formulating a political process that is based on
listening to the views of the people is important. However,
accomplishing such an end is non-trivial.
Raph Frank did a good job of critiquing your proposal, so I won't repeat
his effort. However, I urge you to look at Michael Allan's work.
Michael and several other thoughtful people, some in Europe, are
creating software for building consensus and reaching decisions in
public. They have made considerable progress.
