I have always thought it was sufficient for the strongest pair to be
merely stronger than the first preference winner, but that actually
isn't enough:
40 AB
35 BC
10 CB
10 B changes to BA
95 total
If we don't require the strongest pair to be a full majority, then the
winner changes from B to A.
So really SPST is better called "VFA with transfer" which is what I was
originally calling it.
It won't satisfy Irrelevant Ballots or Mono-add-plump.
It may still have an iterative or general version but I doubt it is of
much interest.
