And, at the end of the day, people's habits will trump whatever rule gets used...How else do you explain the historic successes of the US's democracy, in spite of its primary use of First-Past-the-Post election rules?
It's just another to realize that the diff in Xs are not that great, at least in the short-run, and so the short-run Ps are most important. dlw
