A library can have different cells that are in different technologies. In fact, a cell doesn't necessarily have to contain components that are all in the same technology, either, but it usually does.
If you build a cell with components from one technology (say, MOSIS CMOS) and then you want to convert it to another technology, Electric has commands for converting (under the View menu). It then creates a new cell with components from the new technology. Of course the spacings may be bad, but you can hand-correct it after the conversion.
