Much depends on the amount of protected information that is embodied in your technology. If this is built directly from TSMC (or some other foundry's) design rules, then you need to be sure that whomever you give it to is also licensed by that foundry. Otherwise, the foundry might take legal action against you. If, on the other hand, this technology is a "generic" set of rules that are based on sensible proportions that just happen to satisfy some foundry's needs, then you can give it away freely (and we would be interested in it as part of Electric).
