Could you look at the following issues.
Let we do not use CVS for synchronisation at all.

Electric can't save each cell separately in library.
I am working with inv_1, and_1, ... cells of standard library at the
same time.
Next I am trying to save inv_1 only. But all cells in library were saved.
I am working with delib format.
=issue2=
There is needed a mechanism of locking each cell for parallel
development of standard library.
Let user1 works with inv_1 {lay} cell, user2 works with and_1 {lay} cell etc
And during this process user1 couldn't edit and_1 {lay} and user2
couldn't edit inv_1 {lay} cell.
The editing cell should be able to write to one person only. Now, if 2
developers opened one cell at the same time, let inv_1,
then changes of user1 are not available for user2 and vice versa. And
result disk file associated with this library (cmos350.delib/inv_1.lay)
was produced by user2 if he saved last.
Why so?
Could you write anything on these things
