The three layer properties that are found in the "Parasitic" preferences (Resistance, Area Capacitance, and Perimeter/Edge Capacitance) are used in single-layer computations when writing Spice decks.

Electric does not have advanced parasitics that understand the interactions between two different layers.

I believe that this means that the numbers are used only in Ground capacitance computation, but I'm not a circuit designer...I'm a CAD programmer. So my knowledge of electronics is limited.
