I'll try to continue search the way you suggested.

Now we have Sky130 PDK to deal with. I just wanted to learn how they
organised internals and integration with Electric.

I already have modified MOCMOS tech with Mim capacitors added. Still I need
to make a reference tech with some real world usable PDK
before publishing it.
(I mean adding real tech SPICE templates to techdesc XML file itself along
with parasitics and so on and so on)
