If I understand correctly, you are able to double left-click on 
electricBinary-9.07.jar and Electric opens just fine.  You are then able to 
click File -> Open Library and open your saved .jelib library file just 
fine.  Finally, when you double left-click on the layout in Electric (for 
example, like R_divider{lay} in screenshot), it is then giving you an 
error.  What is the error message?
