In Germany the limit is 10 mW for outdoor purposes (any protocol) in 
2.45-2.48 GHz. Higher performance (eg 2W) is allowed in 2.6x GHz band 
for general use but only if you are using special protocols 
(DSSS/FHSS). I do not know the exact frequency any more but you can

Eg no. 169 is aeromodelling 35 MHz, no. 277 is 2.4 GHz having 10mW 
for any purpose. Note: The range is about 30-40m having 10mW. This is 
more or less interesting for RC-Cars but nothing else. It is allowed 
to use but it does not make sense eg in aeromodelling. Any country 
has its own frequency plan so you have to check this for any country 
where you want to use a Spread Spectrum RC system. "
