Sure. But, we would still require to know when they have made a
release. For some packages:

* The upstream source URLs have changed, or don't exist any more.

* The authors have made tarballs, but, there is no automated way to
know of newer releases.

* The sources have moved to github, but, releases or tags have not been made.

* The upstream e-mail addresses don't work anymore.

In order to keep the package releases in sync with the upstream
releases, upstream release monitoring is helpful.
