The common wisdom is not to use amplifiers that plug into the wall current, for (at least) two reasons. The most cited is that if something goes wrong with the amp, you could get 110 to 240 volts going into your body, causing burns in bad places, or even death. The other reason is that many Amps don't regulate the power supply, and there is a lot of noise on wall current, as well as the 50 or 60 Hz frequency it operates on, which can find its way to your signal.
For using an audio signal for e-stimming, a battery powered amp is generally a good idea. I've heard of people using car amplifiers, which often provide more output power than portable stereos.
