Don't know about the Folsum unit. If it is a simply manual switches, it will probably come on as it was. If it is electronic controls (computerized), it will probably not come back on.
You can always get a relay from Radio Shack, and use the timer to switch the relay on and off and switch the OUTPUT of the Folsum box through the relay.
X-10 also sell control units that plug into the wall and have a single contact to switch your output. You can get wireless remotes, and computer interface for this and make a fairly interesting and elaborate setup. http://www.x10.com (Note: they are heavy on email advertising and specials) Check there section on home automation.
