This effectively means copyright assignment. This is a rather controversial
topic; I'd prefer the council or town hall meeting to decide that.
I cannot see any benefits of it in this particular case, and we don't even need
the Harmony agreement which is a "non-evil equivalent" of copyright assignment,
because all the code is under GPLv3 anyway.
