gnome-control-center shipped with precise contains a reasonable
regions-applet (looking quite exactly as the one in 3.6). There is no
need to think about backporting stuff from 3.6 which isn't even possible
since it requires a bunch of updates related to "input-sources" (which
is one of the reasons it is held back in quantal)

So I guesss this is about fixing the applet shown in switchboard to
actually use the 3.4 applet.
