This is a good point, and it is a universal challenge (in both open source and proprietary projects). It needs effort.
But there must be correlation between successful projects and well-documented ones: If actively try to lower the barrier one needs to overcome to start working with elementary (both on the core projects and at the application layer, but we are mostly talking about the first) we will get more people contributing, and contributions of better (or "aligned") quality.
