Dragging a folder/file icon/name in list view initiates a drag-and-
select. Dragging a folder/file icon/name in icon view initiates a drag-
and-drop. Consistency in behaviour should improve usability. Only
initiating a drag over the icon should initiate a drag-and-drop, both in
icon and list view. Initiating the dragging anywhere else should
initiate a drag-and-select.
