Hello,
the only way to have 2 instances of cerbere running is when the last one
is launched by root so u probably used sudo cerbere. Which is wrong
because the session is managed by the user. Cerbere is always launched
by the user who open the session.
This is what cerbere return if u tried to launch it via terminal while another
instance is running :
(cerbere:31904): GLib-GIO-CRITICAL **: Unable to acquire bus name
`org.elementary.cerbere'
so u can't have 2 instances except of course if try with root account
account, in this case the process launched with root take the ownership,
and launch every service as root (which is not very recommanded security
wise).

Bug description:
sometimes, the desktop starts flashing much like a thunderstorm.
this happens when 2 instances of cerbere are running.
my suspicion is that when plank dies, it tries to respawn cerbere, which
leads to the above issue.
this problem can be reproduced by opening a terminal, and type cerbere at the
prompt.
