In a sandboxed environment (like the Gentoo ebuild system) GSettings
compilation fails. The attached patch makes compilation optional such
that it can be disabled when needed. Actually the current patch makes
the option default to the value of GSETTINGS_LOCALINSTALL, i.e. if
installed locally it will compile, otherwise not (if GSETTINGS_COMPILE
is not enabled).
