It would break the api. The other reason is that with this principle, we
couldn't use Gtk.UIManager anymore, take a look at Postler or Marlin for
example, the behavior you describe couldn't be used here...

  granite.appmenu should work the same as gtk.menu

  I think it's not a good idea to use a menu as argument in the
  constructor of appmenu, it should work exactly as gtk.menu I think,
  you know, a constructor without arguments and an append() function.
