Set a cookie for not showing ppa instructions again

Bug description:
On the discover page, we have a nice educational dialog on how to add
our PPA. But currently we show that over and over on each page in
order to install.
We should set a cookie or something so that once a user goes through
that dialog (all the way by clicking install a the bottom), we don't
show that dialog anymore.
