Not all links should have a hover state, but I have added them now where
they make sense.

Bug description:
For an example, hover your mouse pointer over various links on
http://webdev.elementaryos.org/support/answers and notice that the
ones in the header do highlight, but the ones in the breadcrumbs bar
and the headline links do not highlight.
